So I was thinking about how Kanto Storm died, and I came to the conclusion that it would have to be a selfless death if she was going to be reborn and later become the Storm in X and Y: Reborn. I remembered that if you go the Cinnibar Island in HG/SS the island has been destroyed by a volcanic eruption. So the story here is that Kanto Storm and her team were helping to evacuate the island during the disaster, Raichu managed to escape on the ship and didn't realize until it was too late that her trainer and teammates weren't there. Red the Charizard was injured on the island and his Pokeball was destroyed leaving him stranded. Kanto Storm and the others decided to stay with him and share his fate. Raichu spent the rest of her life in Pallet Town waiting for her trainer and friends to return from the island.
